UAE Ministry Initiates Emiratisation Targets, Imposing Dh96,000 Fine on Over 12,000 Companies

Emiratisation Targets In a significant expansion, more than 12,000 companies operating in 14 specific economic sectors and falling within the employee range of 20-49 are now compelled to meet Emiratisation targets. The Ministry of Human Resources and Emiratisation (Mohre) has outlined the requirement for these companies to hire at least one UAE citizen in 2024 and an additional one in 2025.

Digital Notification and Adequate Preparation Time

Mohre efficiently communicated this mandate to the affected companies through its digital system, providing them with sufficient time to align their hiring practices with the specified targets.

Diverse Sectors Affected: From Information to Hospitality: Emiratisation Targets

The targeted companies operate across 14 key economic activities, encompassing Information and Communications, Finance and Insurance, Real Estate, Professional and Technical Activities, Administrative and Support Services, Education, Healthcare and Social Work, Arts and Entertainment, Mining and Quarrying, Transformative Industries, Construction, Wholesale and Retail, Transportation and Warehousing, and Accommodation and Hospitality. These sectors, marked by rapid growth, present significant opportunities for employment and a conducive working environment.

Urgency Stressed: Fines for Non-Compliance

Mohre emphasized the urgency for companies to promptly meet their Emiratisation targets, cautioning against delaying compliance until the end of the year. Fines, starting at Dh96,000 for each UAE citizen not appointed in 2024, will be enforced from January 2025. Similarly, fines of Dh108,000 will be imposed for failure to meet 2025 targets, with collection scheduled for January 2026. The Ministry has allowed flexibility for companies to settle fines through installment plans, subject to agreement with Mohre.

Leveraging Nafis Platform Support

The importance of registering on the Nafis platform was underscored by the Ministry, highlighting the program’s support in supplying the private sector with qualified Emirati professionals and other associated benefits. Mohre committed to ongoing training workshops to educate affected companies on meeting mandated targets and utilizing the support provided by the Nafis platform.

Complementing Larger Companies’ Targets

This Emiratisation decision for companies with 20-49 employees complements the ongoing implementation of Emiratisation targets for larger companies, mandating a 2% annual growth in Emiratisation for skilled jobs.
