Ban Violations: Dubai Implements Up to Dh2,000 Penalty for Single-Use Plastic

Ban Violations Dubai, the latest emirate in the UAE to enforce a ban on single-use plastic from January 1, 2024, introduces fines of up to Dh2,000 for violators. This move follows the federal government’s announcement in January 2023 about a nationwide ban on single-use plastic from 2024, aiming to protect the environment, reduce plastic consumption, and regulate usage at the federal level.

Nationwide Progression on Single-Use Plastic Bans

The federal government had earlier introduced a tariff of 25 fils (Dh0.25) on consumers utilizing single-use plastic bags to promote eco-friendly alternatives. Dubai implemented this tariff on July 1, with other emirates following suit. Ajman and Umm Al Quwain banned single-use plastics from January 1, 2023, and Ras Al Khaimah from January 1, 2024.

Abu Dhabi’s Leading Initiatives: Ban Violations

Abu Dhabi took a comprehensive approach, enforcing a blanket ban on single-use plastic on June 1, 2022, and extending it to Styrofoam products from January 1, 2024. According to the Environment Agency – Abu Dhabi, the first year of the ban saved 450,000 single-use plastic bags daily.

Key Features of the Single-Use Plastic Ban in Dubai

Starting January 1, 2024:

  1. A blanket ban on single-use plastic bags is in effect, prohibiting their import, production, and circulation.
  2. Products made from single-use materials, including plastic or foam cups, plates, cutlery, containers, and boxes, will be banned from January 1, 2026.
  3. Exclusions apply to specific products, such as thin bag rolls for food preservation, items for export or re-export, and bags made from recycled materials within the country.

Enforcement and Penalties: Ban Violations

  • The ban applies to both plastic and non-plastic single-use products, including recycled items.
  • Violators face a Dh200 fine, doubling to Dh2,000 for repeated violations within a year.
  • Grievances can be submitted within ten working days from the date of notification.
  • Applicable to sellers and consumers across Dubai, including private development zones and free zones.

Exclusions from the Ban Violations 

  • Exempted items include rolls of thin bags for packing specific food items, garbage bags, and products intended for export or re-export.
  • Items like single-use plastic shopping bags, single-use shopping bags, and single-use disposable plastic products are excluded.

Future Phases of the Ban Violations

  • From January 1, 2025, products like plastic stirrers, table covers, cups, Styrofoam food containers, plastic straws, and plastic cotton swabs will be prohibited.
  • Starting January 1, 2026, the ban extends to plastic plates, plastic food containers, plastic tableware, and beverage cups along with their plastic lids.

Dubai’s initiatives align with the broader goal of curbing single-use plastic and fostering a more sustainable and environmentally friendly future.
